VGA to DVI

To answer your question, it's not a true DVI, so you won't notice much of a difference. In total reality, the only reason that such an adapter exists is to serve those whose video cards (All in Wonders for example) only feature a DVI connection while the monitor only has a D-sub connection. It's not really worth it.

Basically, I'd say to go for a DVI, if you have the appropriate means and cable to do so. You really can't experience a worse quality, only better if only marginal.
