Very Strange and Annoying Router Problem

Hello [H] members. it seems i have a very weird problem with my router. whenever i try to port forward to any computers on the network, it doesn't forward... canyouseeme.org says that the connection was "Refused". I run multiple Gaming and other sorts of servers, so i need to fix this problem as soon as possible. My router is an ActionTec MI424-WR, and my ISP is Verizon (FIOS 5 up / 20 down if that helps). That Actiontec can be a little odd to setup - the first time I set one up for forwarding nothing happened, it turns out there a number of setup screens you have to follow.

Yes - i followed that guide, and it didn't help me. i still have this problem, i reset the router to default settings last night, and re-booted it, still no luck... any thoughts?
