Verifying SSDs and HDDs with Bootable Usb

Does anyone know of a good tool to verify the health and/or boot-ability of ssds and hdds? I'm having an issue where Windows 8 won't boot and would like to rule out my storage devices being the issue.

Specific blue screen error is 'bootable device is inaccessible', but I'm suspicious that its the motherboard causing issues. Another ssd failed prior to this, using the same motherboard, along with hard drives disappearing from windows for no reason. I'd find it surprising that two ssds (Corsair Neutron and Samsung 850 pro) would fail me within a year of purchase, and at the same time a hard drive disappears from windows.
 
I'd use some live CD/USB with
Smartmontools. Here's a quick guide to Smartmontools, and here's a list of live CD's that include it from their wiki.
