According to Anand's study, you are supposed to have some Vdroop to protect from momentary overvoltages when the system switches from idle to load. They have an article over there that goes into it.
Vdroop is caused by the way the circuits are made.
Any resistance will drop voltage across it.
Everything has resistance.
The higher the current flow, the larger the voltage drop.
Circuits with less voltage drop are being included on motherboards that can be quite effective.
ps dont trust the results from PC voltage sensors to be accurate.
If you really want to know what is going on, get a meter/scope on the voltage rail.
