vCloud anyone using it?

I currently work for a software development company and we do all of our hosting on site. we're looking to scale rapidly, and there are some people convinced EC2 is the way to go. I'd like to look further into vCloud as we presently use VI3 Enterprise, and with our valid support contract can upgrade to vSphere.
My question is posed to those who may have already looked into this, as I am a little hazy, What is vCloud API and what is the VDC-OS?
Does VDC-OS refer to an OEM branded version of vSphere, or does it refer to the vCloud API? the VMware FAQ page is a little unclear.
Basically, I think it would be awesome to centrally manage our "internal cloud" (VI3, possibly upgraded to vSphere "VI4") and our "external cloud" (hosted cluster) all though vCenter, and be able to storage vMotion our production server VM's over to the external cloud when we're ready to do so.
