is it worth it for some one who doesn't have alot to spend on WC and is new to it?
 
how much do you want to overclock?

If not much, and you are SURE that you don't want to overclock a lot in the future, a Thermaltake "big water" kit should do fine and be quiet doing it.
 
I've got the Vantec Stingray kit and I could overclock some, both cpu and graphicscard overclocked more than with aircooling. I'm satisfied with the performance, dropped my temps from 60°C full load down to 38°C full load. The only complaint I have is the Hydor-pump, it's pure crap and I'll replace it with a better one soon enough.
