As low as possible. No hard limit.

3) Which country do you live in? If the U.S, please tell us the state and city if possible.

Germany

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.

Everything except HDD, so... mobo, cpu, ram, gfx, psu, cooler, case, monitor

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.

24" 1920x1080 desired

8) When do you plan on building/buying the PC?

Late November

No.

Windows licence will be about 80 EUR for total of ~550 EUR including monitor and OS.

Does lots of views and no replies mean it's ok but boring, or is something wrong?

No, we're just super busy with work.

IN any case, you're planning too early. A lot of our hardware recommendations can change in as little as a week. So planning this far in advance does not help you that much. So please bump up this thread when you're 1-2 weeks away from buying the parts.

With that said, unless Germany is pretty hot during the summer and/or your home is pretty hot, you really don't need that 3rd party HSF. Also, what case are you getting/using?
