V-Sync Issues in Videos

Good evening all:

I'm having a dilly of an issue when watching Netflix (especially Netflix...), and videos through VLC media player. There's an irritating horizontal line running through the picture and it drives me insane.

I've tried tweaking all kinds of different graphical settings and nothing's worked.

What could be causing this?
