V-Sync doesn't seem to work on Win7

One of my games (Test Drive Unlimited) starts acting up when i go past 100fps. It's like the AI getting hyper sometimes, it gets overloaded somehow, and crashes (Literally since it's also driving a car). When i tried recording it in fraps, everything went back to normal. The AI was perfect before i upgraded so the only explanation is that it's frame based and having an insanely fast card is overloading it. Running fraps forces the frame rate to go below 60fps, which was also around how it ran before i upgraded.

So now i'd like to try forcing the card to slow down by locking the refresh rate. There's no option for it in the game. When i tried "Wait for vertical refresh" on the drivers, the game still goes past 100fps. How do you force the card to vsync?

Everything in CCC dragged to the right , and Catalyst AI disabled.
