UT2004 ECE Server Help?

Ok here is the problem I am having. I am trying to run a dedicated server on UT2k4 that my friends can play in. After trying a bunch of different tricks, I managed to make a dedicated server that I could join, but after testing none of my friends could (black connecting screen until timeout).

This is what I am doing to make the server.
-Launch UT2k4, click Host Game, put all settings, WebAdmin port 7777, click "dedicated."
-Exit server and run "Runserver.bat" from the system folder in UT (it gets all my settings from the last server created).
-Log into WebAdmin in IE and set up the map.

At that point it lets me join. I tried to get my friends in but the ping on the server list showed a "?" and after turning my firewall off, showed a number, but both times they could not join.
I am not by any means an expert at networking so if there's anything I might be missing I would appreciate any walk-thru explanations I could try.
Summary: I can make a dedicated server that I myself can get in, but no one else. Any ideas?
 
youll need to forward the ports to the ip on your internal network.
