Using PC to phone with POTS

Hello all, I hope I have the right forum for this.

So here is the scenario:
I have to dial into a conference soon. I have the option of using a regular phone, but I'd like to use my PC if possible. I have my laptop hooked up to my landline, it can dial out just fine. (In fact I can call my cellphone with it using it's number as a calling option for a new connection.)
The thing is, well obviously, to call with your PC, I could just use VOIP, I have used VOIP hundreds of times with Skype, GoogleVoice and Yahoo.
However, I CANNOT use VOIP.
I HAVE to use my POTS line (landline).
There is no other option.

What I'm looking for is an application that I can run on my laptop (Win 7 x64) to use as a phone. And I need it to use my phone line. (Again, I cannot use VOIP).

Any suggestions? Thanks in advance.
