Using BES server to push applications

I would like to use our BES server to push applications OTA to certain Blackberry Devices.

When I click the server icon in the Explorer view, and select 'Applications Installed' the BES says 'The service is unavailable'. Any ideas?

After doing some digging im not sure if MDS is installed. MDS is what I want right?
