Do I need ATITool to run in the background for my OC settings to be active, or can I just set them and not have the program load when windows starts?
 
You don't need to keep it running, but I think that the settings won't be saved after restart.
 
what program can I download that can read the GPU speed?
 
I use ATI tray tools as I like that you can set a low startup speed and then just use a ramped up config as and when required.
Helps keep the heat/noise down.........though not so much for me as mine folds 24/7 :D
