Any recommendations on a good, but budget USB sound card? Do these things even work well?

Note that the 2nd product does not have all the traditional jacks that a PC user would require unless he is useing a enterntainment center or optical connection to the unit. I use it for high fidelity record recording.

Both units work amazingly well unless you start trying to use something other then windows with it. OSX, Linux, BSD, etc have absolutely no support.

The above is a Diamond 7.1 channel with all the jacks necessary and its drivers work just fine and sounds better then I expected, I also got it to work with OSX and Linux. So it is kinda dependant on what you need.

for my desktop, which is using onboard sound atm. it doesn't have any pci express slots to spare.
I've noticed sometimes at higher volumes on my speakers, there's some distortion. i'm sure it's not the speakers because when i lower the master volume in windows but i up the speaker volume it sounds perfectly fine.

Any High Def music ?
 
i'm not really too picky about going and finding high def versions of the music i listen to... but i'm sure i have some high bitrate songs.
as for what i'd use it for... it's for everything, music, movies, shows, gaming, etc

if it helps, i'm using logitech Z-2300s

i do have regular pci slots, is there a big difference in quality from usb to regular? i figure with a usb it would be convenient to use it with my laptop if i want to

USB theoretically should provide better degree of isolation from noisy pc components aka cleaner sound, but with properly designed pci cards - it doesn't have to be.
I'd check out Asus Xonar cards - starting from DG - cheap but still good card.
You should concentrate on how many channels you need to be supported
