USB IR Blaster Options

I'm trying to figure out a decent system to connect a USB IR blaster for information displays which are run off Aopen book PCs. They turn off during the night and then ultimately should come back on in the morning at 7am. What we want to do is have some way to have the PC send a wakeup IR signal, preferably from a remote location (RF/Zigbee/Bluetooth/X10), to the TV instead of relying on the TV's sketchy wakeup timer.

Anyone have any good ideas or products for this?

how good are you with electronics? you can build a circuit that will do what you want for <$5 with about 10 different easy to find parts if you know some basic soldering and wiring. and it wouldnt be dependant on the PC, you could just leave it on a shelf directed at the TV. if you wanted to be fancy you could add a bluetooth module and get PC control over it.
