USB device not recognized

A few weeks ago I started getting the usb device not recognized message. I just did a fresh install of windows 8 pro and I'm still getting the error. I unplugged every usb device except my keyboard and mouse, still get the error. Swapped keyboard and mouse, still get the error. Unplugged the case usb ports from the mobo header and still get the error. Any ideas? Possible faulty motherboard or short in one of the ports?
 
Well I think I got it fixed. I used a can of compressed air to try and clean out the usb ports, then I used a Qtip to clean, then blasted all usb ports with compressed air again and so far 3+ hours with no error.
