USB device detection problem

Whenever I try to plug any USB device (flash drive, mp3 player, etc) into my computer, something really weird happens. It makes that little noise acknowledging it's detection. But then, after a second or two, it makes the noise that means it was unplugged. It does this many many times then restarts because of a memory dump.

I've tried other ports on the computer, they do the same thing. Also, I've tried the devices on other PCs so I know it's a problem with the computer.

well something similar happened to me when i used a portable usb HD, i just reinstall windows (from scratch, reformatted HD) ,be sure that your ports are enabled in the BIOS and that u have updated drivers from your chipset manufacturer
 
check if your drivers are current... if that doesn't work reinstall windows
 
Sorry, I'm knd of a newbie. How do I check if the drivers are current? And how do I update them?
 
Figure out the model of your motherboard, check their site, find the drivers
