USB 2.0 IDE Converter Help

I recently bought a little device that lets me connect an IDE device (hard drive or cdrom) to usb2.0. It's a little black dongle and it's got a power connector with a brick. I bought it here:

So anyway... I can't get it to work. I'm curious if anybody else has had any experiences with this device.

My System:
1.6ghz XP1900+
512mb DDR Ram
GeForce3 Ti200
SB Audigy 2 EX


So anyway, hope you guys can help me out here. I googled this without much luck... so I'm hoping somebody else has dealt with one before.
