The old axiom “All’s fair in love and war” doesn’t appear to have taken hold in the US, at least when the war being mentioned is the cyber kind. The NYTimes has an article about what the US is doing to limit the collateral damage from cyberwarfare, from rules of engagement to policy definitions.

This officer, who like others spoke on the condition of anonymity because of the classified nature of the work, also acknowledged that these concerns had restrained the military from carrying out a number of proposed missions. “In some ways, we are self-deterred today because we really haven’t answered that yet in the world of cyber,” the officer said.
 
The government can't even write legislation (with teeth) to effectively outlaw all this "I'm gonna hold your computer hostage and pester the hell out of you until you click here and buy me" extorsion spyware that is flooding the internet. And I think most of it is from ONE source.
