you heard it right I said opinions, I know they can be brutal but here's what I have to work with. I have a budget of around $250, right now I am running a generic $10 soundcard and some acer factory tin can speakers.
Here's what I was looking at
for a card the Audigy 2 ZS gamer edition, I'm pretty much set on this card, but I do want opinions. I don't think you can top this bundle for the price listen to these games that come with it
Halo, Tomb Raider: Angel of Darkness, Rainbow Six 3 Raven Shield, Splinter Cell and Jedi Knight: Jedi Academy

now for speakers this is where I'm lacking, Because I want surround I'm pretty much limited to some entry level 5.1's that won't take advantage of the full potential of the card I know but it's always good to have for the future. I'd rather not go with a 2.1 set. The card is priced at $131 at newegg so that leaves me with around 120 or so to play with. I've been looking at the Creative T5400's for $85, seems to be a decent deal, or do you thnk I'd be more happy with some Z-640's for $64. So this is in my current budget, but if i were to break out of the budget slightly and go with the logitech Z-5300's for $147 would that be all that much better than the previous two?
I'm doing my shopping at newegg or if anybody else knows where I can get both of these in one place that is reliable and cheaper let me know.

I use the Z640's and they are great. I paired them up with the Fortissimo III sound card. Haven't had a problem yet and get great sound for games, movies and music.

I picked them both up from NewEgg a year or so ago. They should be well within your budget.
