I'd recommend taking a look in that thread, as it's got good information on what is out there and where the AGP side of the fence is going. As it stands, the cream of the crop in AGP is going to be ATi's X850XT's and for Nvidia will be the 6800 Ultra.

Both AGP cards are still fetching a fair premium retail, so if you're interested in moving to PCI-E, EVGA currently has a deal going on where you can purchase a 7800GT and recieve a free PCI-E board which is also SLi capable, and depending on retailer, can be had from anywhere from around $380 to $400. If you're interested, EVGA's site has details on this option.

7800GT plus a free SLI mobo :) both work great, and its a deal that can make even people leaning toward ATI go Nvidia :p (ya they switched me)

I'd say this 6800gs is a very good option; it'll be a very significant bump up from that 9800. They you can sell the 9800 to make up a little extra cash :)

EDIT:
oops...apparently I didn't read carefully enough that you needed agp :)
In that case, I'd say either spring for a new or used 6800gt, probably used to get closer to that price point. That'll be a very good performance bump, and again won't break the bank. Really good overclocking results too.
