Upgrade suggestions please

I have an old Nvidia ION2 / Intel Atom that I bought when it was first resealed running in a small shoe sized case under the TV, Windows 7 Ult. It’s been doing 1080 since I built it ~6 years ago. It’s been on almost 24/7 with few exceptions. Part of what I like is it seems to consume very little power, maybe 15w? It’s used to play local videos and stream Netflix/Amazon/Youtube.

Anyways, looking to upgrade to something that can handle 4k but is also low power consumption and a small form factor. TV only has HDMI 1.4, What would some recommendations be? I assume a MicroATX Skylake would be overkill since I won’t be gaming on it...
 
hdmi 1.4 isn't going to get you far with 4k....



Not such big deal now though, as there's nothing to watch.
 
Thanks for the suggestion on the ASRock Beebox, Quix, I'll check it out.

HDMI 1.4 seems ok for 4k movies and such, ie 30 Hz is still fast enough to keep up with films/TV and the few things I can record at 30fps 4k, but the lack of HDCP is the kick to the shorts.
 
By the time 4k becomes readily available they will be giving away tv's(they already are) and you can upgrade it to hdmi 2
