Are there any cards out now that significantly outperform the HD4770 but without consuming much more power? (Using a Fortron 500W PS, 1 SSD, 3 HDD, 1 EMU0404 PCI SC, and planning on a SB upgrade from my sig.)

Also I need S-video output, do any new card have that?

The HD4770 is already 40nm (the only HD4 series card that is), which is the same silicon process as the new generation, so no, not really.
The HD4770 uses about 80W. Best I can say is upgrade to the fastest card that still only uses one 6-pin, which is the HD6850 at 127W. It is a little under twice the speed, but obviously that's also a 60% power increase.

No new cards come with S-Video any more, you need to use a DVI->S-Video adapter with them.
