I've been out of the loop for a little while, I want an increase in performance without spending 400 dollars. I'd like to stick to AMD

Is this an option at all?
 
If you dont mind the ebay I have seen radeon 290's for under $250 all over the place.
 
Even though you want to stick with AMD you might want to wait to see how the new nVidia cards turn out. If they offer better price/performance you'll probably see an AMD price drop.
 
An R9 280x for around $300 is probably your best bet for a new card. It's basically a 7970 gigahertz edition.

He'll definitely see one, even if their price/performance ratios aren't better, simply because they'll be the new thing. Also, AMD is expected to release something to contend with the upcoming 980, so even more reason to wait a few weeks if possible.

Also, if you're willing to buy used you can get a 290X under $400 all day every day, but OP didn't specify.
 
I'd say a 290 minimum.

I upgraded from 5870s (OC'd to about 6970s) to a 280x cards (kept some extra mining equipment). And while it was an ok upgrade, a 290 would be a lot more worthwhile I'd say.
 
when do the new nvidia cards come out? id be willing to wait if its supoposed to be an increase in performance compared to amd's top models
 
I went from a 5870 to a 280x (7970 ghz) and saw a pretty decent increase at 1080p, then went 290x Crossfire for 2560x1440 (although I'm sure one 290x would work 95% of what I do ;) )
