Upgrade advice - is it time?

My current system is a P4 3.0Ghz with 2gb of RAM, a 40GB HDD (eek, it's small!) and a GeForce 7800GT running Windows XP Home. I play games, although I'm not a hardcore gamer. I have a nice 21.3'' LCD monitor that is still going strong.

I'm intrigued by the new Windows Vista and my computer is starting to get slugish. My question is should I upgrade now or would I be better off waiting a while? I could just reformat and reinstall XP and keep chugging along for a bit. On the other hand, I've heard that the new Core 2 Duo chips are amazing. I've had my eye on an e6600 chip for a couple months now and I'd like to overclock it a bit (~3Ghz or slightly beyond).

The way I see it, I have a few options:

1.) No upgrade.
2.) Upgrade CPU, motherboard, HDD and get a copy of Vista. I.e. Keep same case, video card.
3.) Upgarde everything, including Video Card (keeping my old computer intact and therefore getting a new case as well).

One final wrinkle in all this is my RAM. 1GB of it is from a Dell computer and the other GB is from Circuit City, so neither is particuarlly high quality in terms of overclocking. I don't need the absolute latest and greatest video card but I would like to have a very nice one (perhaps 8800GTS).

I guess ultimately I'm trying to guage what people think I should do in terms of cost-benefit analysis. I think I could build a new system for around $1500. I'm just not sure what the most efficient thing for me to do is at the moment: a full upgarde, partial upgrade or no upgarde. Thanks ahead of time.
 
Should I wait to get Vista or can my current system run okay with it? Also, is there a version of Vista that I could get now and install on my current PC that I could turn around and install on a new PC later on? Or is that against the TOS? Lastly, when are the quad cores projected to come out?
 
I believe quadcores are already out.
Vista... you might want to check if your drivers are compatible. It would suck if a program you use often doesn't work in Vista. If that is the case, I'd wait.
You want retail vista, not OEM, if you want to transfer it from a system to another later on.
