Unusually slow hdd speed..

I've got a maxtor 80gb sata/150 7.2krpm hdd and it has unusually slow speed..

My unchached speed is 42 mb/s ..

According to pcpitstop.com that's the 70th percentile..

Is there anything I can do to fix this problem?
 
Throw us some system spec's.

I haven't used anything IDE or SATA based in three years. My system is SCSI based.
But I would say for a 7200 RPM drive that would be about right on transfer speed.
