Unstable Windows environment, OC problem?

Hi guys, just finished building my system. It's a 2500k with P8P67 pro, hd 6970, 8g of ram, and a vertex 3.

After I OC'd the system to 4.5ghz at 1.29v, I noticed quite a bit of system instability. Windows would freeze randomly for a while after I open a random app, like CPUz or Firefox. Most of the times, I can get out of it by opening task manager, other times, I just have to reset.

I've been reading articles about OC, and it seems like the normal symptoms of failed OC is inability to POST or BSOD. I didn't read anything about random freezes in windows. Do you guys think this is an OC problem, or is it a windows and that I should reinstall.

Btw, I'm using W7, and I only have the essential stuff installed, AI Suite2, Windows updates, benchmark tools, etc.
