Usually means something has damage the file system. I assume you're using XP. If so this is what Microsoft says to do.

1.Insert the Windows XP CD-ROM into the CD-ROM drive, and then restart the computer.

Click to select any options that are required to start the computer from the CD-ROM drive if you are prompted.

2.When the "Welcome to Setup" screen appears, press R to start the Recovery Console.

3.If you have a dual-boot or multiple-boot computer, select the installation that you must access from the Recovery Console.

4.When you are prompted, type the Administrator password. If the administrator password is blank, just press ENTER.

5.At the command prompt, type chkdsk /r , and then press ENTER.

6.At the command prompt, type exit , and then press ENTER to restart your computer.

This takes a bit longer, but the system should boot back into Windows.

If you have everything important backed up, you are probably better off just doing a format and reinstall.

Your boot.ini file is most likely screwed up. Try this first.
Boot your XP disk, open a recovery console, and type chkdsk /p, type fixboot, hit y and then enter, and then exit.
If that doesn't work try chkdsk /r.

Follow jwp27577's directions to fix it.

We used to get some of the earlier XP-preloaded HPs into the shop all the time (I used to work for CompUSA). IIRC, and I might not because its been several years, there were some issues with the HP XP OEM installations that required an update from HP. You might want to peruse HP's website for your particular model to see what support documents you can find.
