I was wondering if Verizon will unlock a used phone for someone who isn't a current customer. If not, how does one unlock the GSM radio in a Droid 3? It should be legal, because the new law only applies to phones made after the ban was enacted.

Have you tried calling a local Verizon store and asking? I don't think they'll have a problem with it as long as it's off contract. If they do, then hit up the Droid 3 subforum on XDA. They'll probably have a way to unlock it and load the US GSM carriers APN data (if it needs it, it probably will) if it's rooted. Or you can use this to load it: https://play.google.com/store/apps/details?id=osatek.apn.global

Thanks for your suggestions. I'll go to a Verizon store when my phone arrives.

P3Droid already hacked the radios on Moto phones IIRC to work on GSM networks

Has he published a guide? If so, would you mind linking to it? I am very new when it comes to rooting/unlocking/general hacking of phones. Especially when dealing with the radio, and its settings. Though, I used to try out custom ROMs on my Samsung Fascinate. Gotta love those unlocked bootloaders.
