Hello I thought the Llano had a locked multiplier but the today for fun I opened Asus AI Suite 2 and tried to change the multiplier and it worked I got this:

Is it real, is it safe, is my computer just displaying it wrong?

It may be my tired 39.75 year old eyes but the resolution is so low on your image that I can not read it even when expanded.

its showing a 30x multi with 99.9 clockspeed.....cpuz version 1.56 is used with asus turbov

Sorry, should have uploaded it bigger, here it is now at the normal size
(Click on it to expand)

its a bug.

The current fastest quad-core Llano APUs, A8-3850 and the A6-3650 are currently plagued by a minor bug that actually lets you raise base clock multiplier but without any effect, thus creating a false overclock that actually doesn't do anything.

Unlike these two, the A8-3870 will have a true unlocked multiplier and will be the one that you should go for if you are craving for some extra CPU power and a extended overclocking potential.
