Unlocked E5 Xeon chips?

As we know, most E5 Xeon's multiplier is locked and unable to overclock. However, recently I have heard a rumor that the Q19D chip is probabaly unlocked, which is a E5-2648 chip @1.6GHz, 8C 16T, A1 stepping.
Any one could confirm this? Thanks in advance!
 
Haven't heard anything about it. Would sure be nice to get an unlocked E5 though.
