Universal AC input?

I'm buying a PSU with this feature:

"Auto switching circuitry provides universal AC input 90-264V"

Does this mean it works like a step-down step-up transformer (voltage converter)? So I can use it overseas with different voltage etc?

It has full range active power factor correction. It can take any input voltage you plug it into. This is as opposed to a unit that has a 115 to 230V switch on the back to select input voltage.
