Uneven GPU usage

I recently just switched from an AMD platform to an Intel platform (MSI 890FXA-GD70+8150 to a Maximus IV Z68+2600k) and I noticed something a little odd about the GPU usage on my 6970 CFX setup. Previously with the AMD rig, using the exact same GPU drivers and the 2x 16x 2.0 config, when running 3dmark 11 or any game that would fully use the 6970's I would get 99% GPU usage on both cards. Now, with the Intel board GPU one hover around 96-98% while GPU 2 stays floored at 99% and my benchmark scores are reflecting that 2-3 percent loss. Could the PCI express lane difference be causing this? Can't be the drivers, I'm using the exact same display driver. Switching the cards does nothing. Please help [H].
