2) is it possible to lower your fsb to lower than 133? or does it all depend on the motherboard?

It depends on the motherboard. The ones that don't allow you to overclock usually lack the necessary options to set advanced settings. Without being able to change things like FSB and voltage, you can neither overclock nor underclock.
