However, when I check in ClockGen it shows it's running at full speed. Same with CPU-Z.
 
Yep, this is a good thing: saves you a lot of heat and battery life.

If u wana turn this feature off you can do it in control panel thn power options select a power scheme that keeps your cpu speed at max
