In the "currently active members" portion under the help and feedback I noticed a user whos name was unbold, unlike any of the other users listed. When I clicked on the username I got a message saying that I did not have privilege to view the users profile. so far I havent found any other users like that and was just curious what was special about this, and why their username would be unbold...
 
Care to share the user name with us? We only have about 190,000 registered users to guess from.
 
Most likely reason is that he just registered and has not been confirmed as a member.
 
The only name I see on the forum index page that's not in bold is under Statistics/Newest Member. At the moment it's someone who's awaiting email confirmation.

It's a two-step process. When they first register they become "awaiting email confirmation". After they confirm via clicking a link in an email sent to their reg addy, they join the queue of users waiting to be moderated. An admin then has to review the queue and admit them before they are full-fledged members and able to post.
