Unable to get a stable OC

I'm building a P4 system for a friend. I have built three with the same board and proc with no problems in the past, but I can't get this one to work at 3.0ghz

Specs
Abit IS7
2.4c
1GB Kingston PC3200 (also tried Corsair TwinX LL PC 3200)
Radeon 9700 Pro
Antec Smart Blue 350 PSU

250Mhz FSB
5:4 mem divider
Fixed PCI/AGP
Default Voltages

It doesn't appear to be a tempature issue as I locks up befor eloading windows at 3.0 and can't even do one loop of memtest with the kingston RAM, with the corsair it completes the tests but has tones of failures. This ram works fine on an IC7-G with the same settings.

Any ideas as to what is wrong? Does the CPU just not like 3Ghz?

Yeah you may have been unlucky with the chip.

The only thing that has helped me with bad chips is increasing the voltage on them since it tends to help stability. So you can try that and see if that helps.
 
I agree that you probably have a dud. You tried raising voltages to vcore and ram?
 
I tried upping the Vcore, but not the ram. I didn't want to up the ram with the kingston, but now that I have some corsair in their I'll give it a shot. Should I just keep trying the smallest increments till its stable? Also what is the max is should goto on the vcore and ram?
 
I dunno if the Northy-Cs are the same 1.525V default vcore, but general rule is 1.7V max. Above that and the chip life tends to decrease. The RAM can usually be taken to 2.8V, sometimes a bit higher.
