ULPS wont turn off.

Im trying to set a final OC for my 5970 but ULPS wont turn off.
Unless I turn it off afterbuner locks up rig at boot. I have to manually set OC every time I boot this way which is a pain in the ass.
I tried the full registry changes to disable ULPS and it still seems to not be turned off.
Any ideas?
