UDF for CD/DVD

So, we have encryption policies to follow.
With these policies, we need to be able to encrypt data going onto optical and removable media.
The removable media piece is fine.

For the optical media piece, our encryption product is only compatible with discs formatted as UDF.
Unfortunately, the only "tested" software is Nero InCD 5.5.1.23. Well, we can't do this, as this version of InCD was only bundled with Nero Burning ROM 7.

I've tried using Nero's new and free InCD 6.6.5.100, but it doesn't work.
I've tried Roxio Easy CD Created 12.1, but I don't believe it had Drag-to-Disc (or, well, it didn't work anyway). So then I tried the Drag-to-Disc in Roxio 9, but it was a no go.

I then found another Nero freebie, Nero BurnLite; but it doesn't do UDF.

I'm having a difficult time finding software for writing to optical media in the UDF format.
Suggestions?

Try ImgBurn. I've been using it for years. Great little software & it's free !
In case you're confused with its UI & (tons of) settings: the functions explained, & the settings explained. Visit its forum for more questions.

should have mentioned ImgBurn... doesn't seem to do what I need it to.
I cannot format a disc in UDF format; which is what I need to do. Probably should have clarified that

Not burn in UDF, but format disc as UDF.

Basically what needs to happen; format disc as UDF. Then encryption software detects UDF disc and asks to "initialize" disc. Click yes and it installs the access utility. Then as you drag and drop files to the disc, it encrypts the data on the fly.

If that makes sense...
