Ubuntu instance on Hyper-V, migrated from another server, won't reboot?

I converted moved a VM instance of Ubuntu from a host with a core i7 to a host with a C2D. The strange issue I'm seeing is, the ubuntu guest will hang on reboot, using 100% CPU, and a blank screen, but only upon reboot. If I do a shutdown or turn it off, and start it up, it works fine. It's only upon reboot will it hang. I see no activity on startup and it begins to hang after the boot loader.

The instance was created on the i7 (hyper-v role on win 8.1) and moved to the older C2D (hyper-v server 2012 R2).

Any thoughts? Thanks.

EDIT: it actually looks like a couple of my ubuntu VMs are doing this. I have another vm host with some ubunut VMs, but an AMD chip, and it seems to work fine. Both VM hosts are fresh installs. Same OS and configuration.

EDIT 2: Ok, I created a fresh Ubuntu 13.10 install on that host and it still wont let me reboot. The only way I can get it to boot is to shutdown, THEN boot it. Rebooting just hangs and the CPU is at 100%.

EDIT 3: This is an odd one. When it's hanging upon reboot, if I save and then resume, it continues to load. This happens for both my ubuntu VMs.
