1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
-Web browsing with many windows/tabs, excel spreadsheets, and remote desktop into a remote server simultaneously. Also need support for two lcds at once. Main requirement that I can run all of this in Windows 7 smoothly with aero.

2) What's your budget? Are tax and shipping included?
-Around $150 or less

3) Where do you live?
Sacramento, CA

4) What exact parts do you need for that budget? CPU, RAM, case, etc. Please be very specific.
-CPU, microatx/mini-itx mobo, possibly video card

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
-DVD drive, ram, SSD/hdd. I don't have a case but i do have a few that I'm eyeing.

6) Will you be overclocking?
-No

7) What size monitor do you have and/or plan to have?
-2 17" monitors

8) When do you plan on building/buying the PC?
-Now

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? etc.
-None. 2 video displays would be nice, but not necessary if recommending a seperate vid card.

10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? 32bit or 64bit?
-Win7 64 bit Pro
 
Utilize the Fry's that is in your area. They usually have some good deals on CPU + mATX motherboard combos. I've seen them have Athlon II X4 620 with a basic mATX motherboard for $100. And use the $40 for something like a Radeon 4350 if you don't like the onboard graphic (or if the onboard doesn't support dual monitor).

Just make sure the motherboard accepts the type of RAM you have, whether they're DDR2 or DDR3 (something you didn't mention).
 
This combo is good and easily oc's pretty high if you ever decided down the road. I've had this combo previously and even at stock speeds without a video card it handled win 7 aero fantastic & 1080p was plenty watchable I don't remember how much juice it used though. For your business needs it's plenty fast and blows any P4 era system out of the water.

Then all you need is a dual vga d-sub out video card which I would look for a used one on the forums or fleebay for cheap. You could post here in the forums that you are seeking one I'm sure one would pop up.

Do you have ram you didn't mention what kind of ram you have.

I just scoped ebay and saw GeForce FX5200's for 20-30ish. Make sure your vid card is PCI or PCI Express card in order to fit a modern mobo.

What kind of displays are those do you know if they have DVI inputs?

You don't need a discrete vidcard for most newer boards. You can typically run one digital and one analog off of the onboard video.
