Is this caused by a bad display port cable?

The monitor works fine on DVI-D. Ordered a DP cable from ebay and I get this:

Sometimes I do get the monitor to display correctly (keep tinkering between DVI-D and DP), but then at the next restart it starts all over. But 90% of the time it looks like in the video, and it also causes "snow" and "lining" artifacting when you can actually see the display and its not black. In this video the "snow" artifact is not that apparent.

As I mentioned this only happens on DP

Monitor is a U2412m. I actually have 2 of those and both have the same problems
