As it is a completely different OS than XP, I would have to say no; they didn't do a trade up program for 2000 to XP did they?

No, because by then you should know if you need 64 bit or not. The reason XP offered the trade in is because when XP was released 64 bit desktop CPUs weren't available, and the next OS release is going to be a bit.
