My cell phone does that very thing he describes to my "computer" speakers, yet, not to my home theater system receiver.
 
shielding is god!

His best bet, shielded cables going a fair way from his PC then hook up the phones.

Also ensure everything going into the soundcard internally is a digital source....externally make sure all incoming cables are shielded.

Then insure all slot covers in the rear are covered up as well as on nearby computers...if the nearby computer has an open side, close it...

EMI is a bitch....best bet is the above.

FWIW, USB is very noisy.....and those front port lines are rarely shielded, so they leak all kinds of nice EMI into the case....funtimes for all.
