I think that these two issues are at least somewhat related. I have some older, thrown together computer at work. It has integrated video, and at times the fan will spin up like a mofo. I'm talking so loud it sounds like a damn airplane is about to take off (seems to hit around 3000+ RPM).
Part of me says to do two things.
1. Get an aftermarket card. I work in graphic design, and while it's not overly taxing, there are times when it can be.PNY VCG84512D3SXPB GeForce 8400 GS 512MB
2. Get an aftermarket cooler & thermal paste. Thermaltake CL-P0326
Would this be the best course of action?
