TV Tuner Card Hardware Acceleration Problem

Currently running dual monitors, I recently upgraded the TV Tuner card software I use and i lost the option to render it as a layer rather than an overlay. Now the only way for me to be able to use the TV Tuner window on the second monitor is to disable the hardware acceleration of my video card(i think its Direct3D rendering that causes the issue) so that it doesn't just display a black picture when dragged to a non-primary display.

As a result of lowering the hardware acceleration of my card everything including the tv tuner software uses more CPU overhead, not good!

What are my options to be able to run this window on my second monitor? Is there a flag I can use to disable Direct3D rendering on a per program basis?

My specs are in my sig.
 
ok, i narrowed it down, when i disable DirectDraw hardware acceleration i can drag the screen over to the second monitor, however this shoots my CPU overhead to 70% instead of the normal 5% !

any input, at all!?
