tv tuner broadcast capable

dunno if this is the right forum for this but its worth a shot I guess.

Lets say I was watching tv on my pc w/ a tuner card..can I broadcast it via the internet to another pc? and how much of a delay would I have?

Is there software to do this, and how fast would the connection have to be upload wise?

I am not an expert at this but -
I don't think you can broadcast via the internet to another PC as your watching it. You will have to probably recorded it and then you can stream it. To be able to stream good video, you need at least a connection that is able to upload at 300 kbps. Even at 300 kbps the videoquality would be fairly bad when playing at full screen. You can upload the videos (saved) to your server and then put it on the website or something. Then click on the link and you watch it from another PC. However, I am not sure this is very helpful to accomplish what you are trying to do.
