I'm running an Nvidia GeForce 4 Ti 4200 64 mb with tv out. I have the s video out hooked up to my computer and i'm running digital to my monitor. Is there a way I can switch between the tv and my monitor without shutting down my system and switching the cords?

Yeah, the display properties/nview should let you select the monitor/tv out. You only have to reboot when you want to make the TV out the primary display when booting, like for a HTPC. You can even clone the output on both the monitor and TV if you use a resolution compatible with the TV out chip (maxes out at 800x600 or 1024x768 depending on which TV encoder is on your card).

What OS?

you should be able to use Nview even if the OS doesn't support mulitmonitors.

I'm running XP pro, but I still can't find where I can select between my monitor and my tv

Right klicken sie on the desktop, pull up properties, click settings, click advanced, and its in there. Just look for the pictures of different displays and select the television. No reboot necessary.

You of course, can do it through nView, but after having Ati for a couple months now I can't remember.

OK maybe I'm dumb and I'm missing something. When I right click on the desktop and select properties, I get a window with tabs that read, Themes, Desktop, Screen Saver, Appearence, and Settings. I looked under setting and found Advanced, but there was no way to switch to TV under that menu.
