What command in Vista do you use to get to the screen that shows what programs start up in your task bar? I have a few programs I`d like to turn off and I dont know how to go about this in Vista.
 
msconfig is the usual command for altering the applications that will run during Windows startup. You're better off trying to get the applications to not start that way internally - a lot of applications offer the option to not run at startup, and as such, that's how you should make the changes.

Or just deleting a shortcut in the Startup folder if one exists, also.

Using msconfig will typically cause a box to pop up reminding you that you're using msconfig to alter the startup properties - and it pops up every reboot so, there are other ways to handle this without having that damned System Configuration popup after each reboot.
 
Check each program to see if there is an option to not start when the computer starts. Also look in Windows Defender for the startup options and disable any programs you want to not start when the PC starts. There is also msconfig which can have startup entries not seen in Defender. If you use msconfig there is a box you can tick after the first restart to stop the box popping up on bootup.
 
If you use msconfig, make sure you check the box to not show the msconfig window on each boot. However, I've been using StartUpCPL 2.8, which works just as well. As mentioned Windows Defender also has a Software section to handle this as well.
