Turn on PSU without hooking system up

I want to turn my PSU on without hooking it up to the motherboard or anything else so I can test the noise level.

Seems like I remember reading you can connect the green plug on the ATX plug to one of the black ground plugs with a paper clip or something similiar.

Is this right? What's the best way to do it? Are there any risks of shock or frying the PSU?
 
I think green to ground usually works, it might be wise to look up the spec PDF/doc on your PSU to make sure.
 
99% just jumper the green to any black. Just don't run it like that for very long. If you're doing this a lot you could grab a power supply tester. Antec makes a nice one for cheap.
